European Union. Perfume is a cosmetic product under Regulation (EC) No 1223/2009. Labelling must follow Article 19, and the list of fragrance allergens requiring declaration was recently expanded — artwork prepared to the older list may no longer comply.

United Kingdom. Great Britain runs a separate regime. You need a UK Responsible Person with a UK address on the label and a separate notification through the OPSS SCPN service. An EU notification does not cover the UK.

United States. Under MoCRA, facilities must be registered with the FDA and products listed; a US Responsible Person must maintain safety substantiation and report serious adverse events. Ingredient labelling follows US rules rather than INCI-only EU conventions, and California's Prop 65 may add warning obligations.

All markets. Fragrance oil usage is limited by IFRA Standards, which differ by product category. Ask your manufacturer for an IFRA conformity statement that names the product category, plus an allergen declaration and a safety data sheet.
