EXPORT MARKET
Private Label Perfume Manufacturer in Turkey
Kendi Markanda Perfume manufactures private label perfume, cologne, room fragrance, scented candles and car fragrance in Istanbul, Türkiye, for brands, distributors and retailers serving Saudi Arabia. The minimum order quantity is 1,000 units per fragrance and per bottle model for perfume, and standard production runs approximately 4–6 weeks after fragrance, bottle, packaging and label approval.
Saudi Arabia is the largest fragrance market in the Gulf and the most procedurally structured. Import conformity runs through a defined platform, and getting that sequence right is usually what determines whether stock clears on schedule. An Arabic overview for Gulf buyers is also available: نسخة عربية.
SFDA and import conformity
| Authority | Cosmetic products fall under the SFDA (Saudi Food and Drug Authority), which operates its own electronic notification system for cosmetics. |
|---|---|
| GHAD / FASEH | Cosmetic products and the related licences are registered in the SFDA unified electronic system GHAD. Import clearance and consignment certificates of conformity for cosmetics run through FASEH (Faseh Cosmetic Products), as announced by the SFDA on 12 July 2024. SABER is SASO's platform for general consumer products; SFDA-regulated cosmetics follow the SFDA route. |
| GSO standards | GCC-wide GSO standards apply to composition and labelling. |
| Arabic labelling | Arabic labelling is mandatory on consumer packaging. |
| Alcohol declaration | Alcohol content is declared and reviewed. Alcohol-free oils and attars are a major category in this market. |
Please note: requirements change and depend on your specific product, formulation and route to market. The points above describe the general pathway, not legal advice. Registration and notification are carried out by the brand owner or importer; we prepare the manufacturer-side documentation that supports the file. Confirm the current position with your regulatory adviser or the relevant authority before committing to a launch date.
Labelling for Saudi Arabia
Arabic is mandatory, usually with English alongside. Product name, ingredient declaration, net content, batch number, manufacturing and expiry information, country of origin and importer details are required. Because conformity certification reviews the label, artwork should be final before product registration in GHAD and consignment conformity in FASEH — changes afterwards mean repeating steps.
Fragrance directions for the Saudi market
Oud is not a trend here, it is the baseline. Rose-oud, amber, musk, saffron and heavy oriental compositions lead, at concentrations well above European norms. Gift presentation is central: weighty bottles, metallic caps, boxed sets and generous testers are commercial requirements rather than premium extras. Attars and alcohol-free oils are a full product category, not an alternative format.
Shipping from Istanbul to Saudi Arabia
Sea freight to Jeddah and Dammam is the standard route, with air freight used for samples and launch stock. Conformity documentation must be in place before arrival — this is the step where unprepared shipments stall. Alcohol-based fragrance moves as a dangerous good; alcohol-free oils are generally simpler to ship.
How Saudi brands usually buy
Perfume retail chains, gift and corporate programmes, distributors, hospitality groups and online sellers make up most enquiries. Buyers often start with a small number of scents at higher concentration and larger unit sizes than a European launch would use.

Minimum quantities and timeline
Minimum order quantities apply per single fragrance and single bottle model: perfume 1,000 units, cologne 1,000 in glass or 2,000 in plastic bottles, car fragrance 2,000, reed diffusers 1,000, room sprays 500, roll-on 1,000, scented candles 500. The quantity cannot be split. The quantity cannot be split; two fragrances or two bottle models mean two separate minimums, and the same applies to bottles: three different bottle models mean 1,000 units each (3,000 in total).
Production takes approximately 4–6 weeks after you approve the fragrance, bottle, packaging and label. Sampling happens before that window and depends mainly on your response time; custom fragrance development or a custom bottle mould extends the schedule. Registration in Saudi Arabia runs in parallel and is handled by your side.
Frequently asked questions — Saudi Arabia
Which SFDA systems apply to perfume imports?
Perfume is a cosmetic product regulated by the SFDA. The importer registers the products and obtains the licences in GHAD, then import clearance and consignment certificates of conformity go through FASEH (Faseh Cosmetic Products). SABER is SASO’s platform for general consumer products and is not the route for SFDA-regulated cosmetics.
Do you produce attars and alcohol-free oils?
Yes. Roll-on perfume oils are a separate line and are widely requested for this market.
Is Arabic labelling mandatory?
Yes, on consumer packaging, generally alongside English.
What is the minimum order quantity?
1,000 units per fragrance and per bottle model for perfume. Higher concentration affects cost, not the minimum quantity.
