EXPORT MARKET
Private Label Perfume Manufacturer in Turkey
Kendi Markanda Perfume manufactures private label perfume, cologne, room fragrance, scented candles and car fragrance in Istanbul, Türkiye, for brands, distributors and retailers serving the United States. The minimum order quantity is 1,000 units per fragrance and per bottle model for perfume, and standard production runs approximately 4–6 weeks after fragrance, bottle, packaging and label approval.
The US regulatory picture changed with MoCRA, the Modernization of Cosmetics Regulation Act. Cosmetics still do not need pre-market approval, but facility registration, product listing and a named responsible person are now statutory rather than voluntary. For a brand launching from overseas production, that is the practical difference to plan for.
What MoCRA changed for imported cosmetics
| Facility registration | Manufacturing facilities producing cosmetics for the US market register with the FDA and renew that registration periodically. |
|---|---|
| Product listing | Each cosmetic product is listed with the FDA, including its ingredient list. Listings are updated when the formula changes. |
| Responsible Person | The label must name a responsible person — typically the US brand owner or importer — who maintains adverse event records and safety substantiation. |
| Safety substantiation | Records demonstrating that the product is safe under labelled conditions of use must be held. |
| Fragrance allergens | FDA has authority to require fragrance allergen disclosure; rulemaking has been developing, so allergen labelling should be reviewed close to launch. |
Please note: requirements change and depend on your specific product, formulation and route to market. The points above describe the general pathway, not legal advice. Registration and notification are carried out by the brand owner or importer; we prepare the manufacturer-side documentation that supports the file. Confirm the current position with your regulatory adviser or the relevant authority before committing to a launch date.
Labelling for the US market
Labels follow FDA cosmetic labelling rules and the Fair Packaging and Labeling Act. Ingredients are declared in INCI order, net quantity of contents appears on the principal display panel in both US customary and metric units, and the responsible party's name and place of business is stated. Marketing claims matter: language that implies a physiological effect can push a product into drug classification.
Fragrance directions for the US market
Gourmand, sweet-vanilla and clean-musk profiles perform strongly in the US mass and masstige segments, while niche-leaning brands go for woody-amber and unusual accords. Sampling programmes — discovery sets of 2 ml vials — are close to standard for direct-to-consumer launches, and are worth planning as part of the first production run rather than as an afterthought.
Shipping from Istanbul to the United States
Sea freight from Turkish ports to the US East Coast is the usual route for volume, with air freight used for samples and launch stock. Perfume ships as a dangerous good because of its alcohol content, so IATA or IMDG packing and documentation apply. Customs entry, HTS classification and duty are handled by the importer of record.
How US brands usually buy
Amazon FBA sellers, DTC brands, boutique retail chains and corporate gifting programmes make up most US enquiries. FBA sellers should confirm GS1 barcodes, poly-bag and carton requirements and hazmat handling with their prep partner early, because these constrain outer packaging design.

Minimum quantities and timeline
Minimum order quantities apply per single fragrance and single bottle model: perfume 1,000 units, cologne 1,000 in glass or 2,000 in plastic bottles, car fragrance 2,000, reed diffusers 1,000, room sprays 500, roll-on 1,000, scented candles 500. The quantity cannot be split. The quantity cannot be split; two fragrances or two bottle models mean two separate minimums, and the same applies to bottles: three different bottle models mean 1,000 units each (3,000 in total).
Production takes approximately 4–6 weeks after you approve the fragrance, bottle, packaging and label. Sampling happens before that window and depends mainly on your response time; custom fragrance development or a custom bottle mould extends the schedule. Registration in the United States runs in parallel and is handled by your side.
