Private Label Perfume Manufacturer for Europe

Kendi Markanda Perfume manufactures private label perfume, cologne, room fragrance, scented candles and car fragrance in Istanbul, Türkiye, for brands, distributors and retailers across Europe. The minimum order quantity is 1,000 units per fragrance and per bottle model for perfume, and standard production runs approximately 4–6 weeks after fragrance, bottle, packaging and label approval.

European projects are decided on two things: whether the compliance route is clear, and whether the delivery date holds. Manufacturing in Türkiye puts production inside the Turkey–EU Customs Union and a few days of road freight from most of the continent, which is why European brands and distributors increasingly source fragrance here rather than from the Far East.

EU requirements at a glance

Regulatory pathway for the EU
RegulationRegulation (EC) No 1223/2009 applies in every EU member state, and equivalent national rules apply in the UK, Switzerland and Norway.
CPNP notificationProducts are notified through the Cosmetic Products Notification Portal before being placed on the EU market.
Responsible PersonAn EU-established Responsible Person is mandatory, and their name and EU address appear on the label.
Poison centre / UFINot required for finished perfume. Cosmetic products in their finished state for the end user are outside the CLP Regulation (Regulation (EC) No 1272/2008, Article 1(5)(c)). A UFI and poison-centre notification become relevant for non-cosmetic products such as room sprays, reed diffusers and car fragrances when the mixture is classified as hazardous.
Allergen labellingThe EU fragrance allergen list has been expanded, with transition periods for new and existing products. Allergen declarations should be confirmed against the current Annex III close to launch.

Please note: requirements change and depend on your specific product, formulation and route to market. The points above describe the general pathway, not legal advice. Registration and notification are carried out by the brand owner or importer; we prepare the manufacturer-side documentation that supports the file. Confirm the current position with your regulatory adviser or the relevant authority before committing to a launch date.

Labelling across member states

Consumer-facing information required by the Regulation must appear in the language of the market where the product is sold, so a brand selling into several countries plans either multilingual artwork or market-specific labels from the start. The Responsible Person's EU address, nominal content, batch number, period-after-opening symbol and INCI list all appear on the pack. Deciding the label language set before artwork begins is what usually keeps a launch date intact.

Which market are you starting with?

Most European projects start in one country and widen once the first batch sells. We have market notes for the ones we are asked about most: Germany, France, the Netherlands and the United Kingdom. German-language information is on unsere deutsche Seite.

Shipping from Istanbul to Europe

Road freight from Istanbul is the standard route into Europe and the fastest reliable option for most member states. Under the Turkey–EU Customs Union, industrial goods including cosmetics circulate with an A.TR movement certificate, which removes customs duty for qualifying goods — a genuine cost advantage over sourcing from outside the customs union. Dangerous goods rules (ADR) apply to alcohol-based fragrance in road transport.

How European brands usually buy

Retail chains, pharmacy and drugstore channels, concept stores, e-commerce brands, hotel groups and corporate gifting programmes make up most enquiries. European buyers commonly ask for the documentation pack before sampling, so settling the compliance route early shortens the whole cycle.

Minimum quantities and timeline

Minimum order quantities apply per single fragrance and single bottle model: perfume 1,000 units, cologne 1,000 in glass or 2,000 in plastic bottles, car fragrance 2,000, reed diffusers 1,000, room sprays 500, roll-on 1,000, scented candles 500. The quantity cannot be split. The quantity cannot be split; two fragrances or two bottle models mean two separate minimums, and the same applies to bottles: three different bottle models mean 1,000 units each (3,000 in total).

Production takes approximately 4–6 weeks after you approve the fragrance, bottle, packaging and label. Sampling happens before that window and depends mainly on your response time; custom fragrance development or a custom bottle mould extends the schedule. CPNP notification runs in parallel and is handled by your side or your importer.

Frequently asked questions — Europe

Do you handle CPNP notification for us?

No. Notification through the Cosmetic Products Notification Portal and the appointment of the EU Responsible Person are carried out by the brand owner or the EU importer. We provide the manufacturer-side documentation that supports the file, including the IFRA certificate of conformity obtained from the fragrance supplier, the safety data sheet and product information.

Do I need an EU Responsible Person?

Yes. Regulation (EC) No 1223/2009 requires a Responsible Person established in the EU before a cosmetic product is placed on the market, and that name and EU address appear on the label.

Is there customs duty when shipping from Turkey to the EU?

For qualifying industrial goods moving with an A.TR movement certificate, customs duty is not applied within the Turkey–EU Customs Union. Classification and eligibility are confirmed per shipment.

Which language must the label be in?

Information required by Regulation (EC) No 1223/2009 must appear in the language of the member state where the product is made available to the consumer, so artwork is usually planned per market.

What is the minimum order quantity?

1,000 units per fragrance and per bottle model for perfume; cologne 1,000 in glass or 2,000 in plastic; reed diffuser 1,000; roll-on 1,000; car fragrance 2,000; room spray 500; scented candle 500. The quantity cannot be split.
